Unable to Get Agent Completely Deleted in OMS

Attempting to deploy an agent in 12c from the console.  The first time it did not work, timing out.  Attempted to delete the agent,etc. and redeploy and the 11.2.0.2 database is not liking it.  The agent gets deployed and it starts but it will not work.  The unsecure/secure agent adn the emctl agent uploadwork but it does not funtion.

Went in and deinstalled the agent and then went into oms as sysman, ran the query the "mgmt" view and deleted the agent in per instructions.  Attempting to deploy again, and it works but the same thing happens and the host and database do not get added.  In looking at the agent install on the host, I can see that there is only 1 line in the targets.xml file whereas in the other agents that I have successfully deployed have several lines in them.  So something has to have not been properly deployed, because the agent was not completed deleted
