R12 Upgrade Issue: u6678700.drv failed on zxmigregimes.sql (same issue in MOS note 860301.1)

Hi,

While upgrading from 11.5.10.2 and applying the American Patch, it failed as per MOS 860301.1 on the zxmigregimes.sql script.
As per the MOS note we need to apply a preinstall patch 8676678 on the R12 filesystem..
and as we can not apply it while the other adpatch session is open i have referenced MOS note 175485.1 which is not supporting R12 cases,
please advise if we can do the patch tasks manually or there is another workaround
