Issue with Multi PO dispatch

We have a PO which is not getting dispatched by the BATCH process, but can be dispatched by single PO dispatch. The BATCH runcontrol is designed to pick up POs with a certain BU, Buyer ID, Status, Dispatch method and Chartfield status. According to these flags the PO should have been picked up.

While looking at the POPO005 SQR, we see that the PO IDs for multi dispatch are coming from RUN_CNTL_PUR_PO record. Can anyone suggest how this table is populated?

Also, can there be any reason why multi PO dispatch will not pick up a PO-- does it look at something extra other than the runcontrol data?
