function "Source requisition lines against Blanket Purchase Agreements" not availabe when completin

 Hi 
In Oracle Sourcing (R12.1.3) When I create an RFQ from requisitions related to multiple Operating Units, the function   "Source requisition lines against Blanket Purchase Agreements"  is not availabe when completing Award.  

this function is available when requisitions are from the same Operating Unit

Is-it a restriction for this kind of RFQ ?  


Please Help.
