Encumbrance Rollover Report (R4317) not performed

I have a client that has never performed the Encumbrance Rollover Report (R4317) and the Commitment Integrity Report has variances. We're a month into the new fiscal year, and I've read 1338685.1. Any suggestions from someone who actually went thru this process?
