How to prevent items being assigned to an Organization

Hi Experts - We are eliminating one of our manufacturing plants so we like to prevent users assign any items to this organization. 
We do not want to end date the organization because we still like to navigate to this org and view items.How do we do that on both Inventory and PLM applications.

Any help would be greatly appreciated. Thanks in advance.
