Resource loading reports-actual labor units should span both shifts

When I run my resource loading report for a 24 hour period the actual labor units span the period uniformly.  But, when I run my resource loading report by a day and a night shift it does not spread them at all.  My labor units are earned by AS and AF in both shifts.
