Data access limitation

Hi All,
We have a need to create and pay invoices for a particular entity but we do not want any other responsibility to be able to query those invoices or payments.  There is one OU and one Ledger.  The segment we could conceivable use as an identifier would be the Cost Center.  Can this be done with Data Access Sets?
