Credit Card Auth through pick release

So i am looking for options:  Senerio is a manual credit card order through Oracle, which goes through Chase Obital gateway is approved by the issuing bank, however we decline because the bill to and zip do not match.  This fails in Oracle, however every time pick release is run for this order type it trys to reauth the order.  It goes through Chase out to the issuing banks that approves again (2 auth held on this card) and it fails on the return by our AVS checking... now this can happen 10 times and the card holders card now
