Auto populating a Custom Field on lead record

Hi,

I have created a custom field called "County" on the Lead Object. I am trying to update that field with the Billing province field using the workflow, but that doesn't seems to be working. I have created a workflow that triggers whenever a new lead is created and then it goes and updates the County field..I think I am not putting the right expression in the Value field.

Can someone help me with that expression. Also can this be done through default Field Value ?
