NACHA - Effective Date

The NACHA file includes what the bank refers to as an 'effective entry date'.  This is the date that the bank will send funds.  From what I can tell, this is a system date from oracle, and it appears to be the date the payment batch was first created.   It is possible at our company to create a batch one day (02-05-2013), and not complete the batch for payment until 2 or 4 days later (02-08-2013).  Now, the date that Oracle is using in the NACHA file as the effective date (02-05-2013) has past when we try to load the
