Xliff file field value is not passing

I added a new field to a BC and mapped to the cooresponing IO -> IC

I then mapped the same field to the report template file and uploaded. when i generate that report report was coming fine but in the new field there was no value coming.

After investigation i came to know that in Xliff file the value is not passing properly and it was coming like

<target xml:space="preserve">BOE#:[&amp;0] </target>
