COUNTRY Field on RELATIONSHIPS Table Gets Populated With a Blank Value

CSS 9.0, PT 8.51.11

We seem to have an issue where the COUNTRY field on the RELATIONSHIPS table is blank for rows where the RELATIONSHIPS.EMPLID_RELATED is populated.

We are trying to select parent information for USA addresses but because of this data situation we are not selecting all of the addresses for parents that reside in the USA.

I am attaching 2 files: a document with screenshots and a trace of an example transaction.

Do you know why the RELATIONSHIPS.COUNTRY field is being populated with a blank value?
