Can BUG 16279328 posted on the CSS V9.0 Master Note for Bundle 28? Are there other missing bugs in

I was notified by our Financial Aid Office that there is an issue related to "Download Link on the FA Shopping Sheet" in CSS V9.0 Bundle 28.  I went out to the "Master Note" for CSS V9.0 Bundle 28  to find more details about this bug.  However, the Bug was not even referenced on the Master Note Documentation for Bundle 28.  Can this bug be added as a reference under the Master Note for Bundle  28?  What other Bugs that have been reported relative to CSS V9.0 Bundle 28 are missing from this Master Note documentation?
