Patch 7705743 applied successfully but new shipped files not executed from the DB node.

 Hi Team,

Issue:
========

 It appears the patch copied the files over, but did NOT execute the files.  
eg. ODF shipped with patch did NOT run, and PLS files also were not loaded into DB as part of the patch.  
LGI log shows its because patch doesn't believe node is Admin or CP tier.

Customer is on a single node environment. His fnd_nodes shows support_db = N but
when I checked internal instances the flag was set to Y.

Patch Lgi log shows the below. No errors in the Patch log as well.

Turning off the following actions as it is not an admin server node:
