Incorrect tax rate code is coming up in AR

Hi,

I  have a scenario where in the tax rate code is incorrectly reflecting and calculating on Trx workbench in AR.Lets take an example.Say i have a province as "PE" ideally when i use ship_to='PE' then it should reflect the relevant tax rate code for 'PE' unfortunately the tax rate code is calculating for some other province like 'BC'. I verified the tax rules as  everything holds good. Do i need to check any other setups other than this...
