12.1.3 : Can we skip Apps patch 14782696 included in PSU and apply later?

Hi,
We are planning to apply PSU for Jan 2013 on Grid Infrastructure, Oracle Database and a conflict patch. We have 14782696 to be applied for EBS. However, this would be approved only after APPS patch regression testing. Please let us know if this patch can be skipped to be applied later?
