9.0 - W2c not being created

We are testing W2c's process in a non-Prod environment.  We have a handful of employees that after creating their W2s and printing them we made changes to their history - Name Change, SSN change, Federal Tax change, etc.  Out of the 13 employees we changed only 4 got W2c's.  Most (but not all) have multiple W2's and we confirmed that we had a print date on all of them.  We have opened a call with Response Line.
