Parameters Used During Calculate Best Direct Action?

Can anyone advise if it is possible to control the parameters used during the Calculate Best Direct action on an Order Release?  Does the domain default parameter set drive this action in any way? We are using Load Configuration during the actual Bulk Planning of Order Releases and we are encountering scenarios where the best direct is a LTL shipment because of the order weight/volume but the Load Configuration planned shipment is FTL due to stacking and loading characteristics of what is being shipped.  So in essence we end up comparing apples to oranges when doing a cost followup.  Any
