Patch.9800483:R12.FA.B - What are the Pre-reqs?

Hi,
While trying to open the report FASRSVED.rdf, I receive the error REP-0756 UNABLE TO FIND PL/SQL LIBRARY 'FABAL'.
I looked up for the error and found the note "Journal Entry Reserve Ledger Report (FAS400) REP-1247 REP-57054 REP-0756 Even With Patch 9800483 [Doc ID 1161946.1]"

Please provide a list of patches that are a pre-requisite for the patch Patch.9800483:R12.FA.B on Oracle E-business Suite 12.1.3
