How to Make a Selection of Models with a Top Model

 I want to create a Top Model that contains some questions that then bring the user to a lower model that they can then configure.  The challenge is the lower models have a few included items that use a rule that is always true.  This is used so the items appear in the configurator (and downstream quote/order/etc) but the user cannot deselect.  This works great when using the single layer model.  But when putting a top model the rules for many of the sub models are now automatically chosen due to these selections.    Is there a way around this?  I would
