Quantities on Internal Requisition do not match the Min/Max Planning report that they were generated

I am running the Min/Max Replenishment report for items that are sourced from Inventory from another Org.  The Min/Max quantities are different among Orgs.  The report calculates the correct quantities but when the requisition is created it is using the minimum quantities from the Org that the product is shipping From instead of To.  Any ideas?
