Performance issue for specific time period

Recently developers are complianing that one of the job using cldw_mfg service is running very slow between 5 to 6 PM.We have gathered awr with good snap id and bad snap id.After comparing the report it seems that

sys$user is consuming significant amount of CPU time.ALso I saw some create table statement which has been used for logminer consuming lot of db cpu.Can you please validate this? Any other observation is also appreciated.
