How to Restrict Apps users to Developers in PRoduction?

HI Experts,

In my Environment all developers are connected to Production Database from TOAD with Apps credentials.

APPS: 11.5.10.2
DB: 10.2.0.5

 I dont want to give Apps access to them.

Then what are the best practices? Can we create any custom user and give him all tables access? Is this good?

Please guide me in this.
