Help Required on Usage based billing to customer

Hi,

I have the below mentioned scenario..

1. We supply machines to the customer.

2. Customer agrees to pay us based on the usage of machines.

3. The customer has agreed to pay a fixed amount to us for usage and also has provision of the billing based on the actual usage.

3.1 if the actual usage is less than he fixed usage (say Fixed is 100 but actual is 0) then the billing be for 100.

3.2 If the actual usage is more that the fixed usage (say fixed is 100 but actual if 220) then the calculation will be based in price break.

4. The customer provides me monthly usage report.
