Credit hold being automatically released

We are seeing a credit hold ("Credit Card Auth Failure") being automatically released.  It appears that it is occurring at time of pick release but Oracle Support is not aware of available functionality that would be doing this.  I am not seeing this occur for any other credit holds currently being used.

Checking the oe_hold_releases table, these holds are being released with a release hold reason code of 'AUTH_EPAYMENT'.  Has anyone seen this before and how can I prevent the automatic release from occurring?
