MLS Support on WMS Handhelds

Hello ExpertsWe are in process of enabling simplified Chinese to work on WMS Handhelds. As per Oracle documentations i went ahead and modified default_key.ini and changed parameter CHARACTER_SET to EUC_CN and bounced mwa server. Unfortunately everything is still in English. Here are couple of environment details which will be helpful:
=> We are on 11.5.10.2 of WMS
=> We do not use GUI so i do not think there is any need to modify gui_key.ini.
=> We verified that we have all data (especially FND data) translated in simplified Chinese like responsibilities and menus etc.
=> We have bounced MWA server after any change.
