ESS Insufficient Available Balance

In ESS Time Entry, I have an employee trying to input 7.50 hours sick time, they have 7.80 available as shown in P053020.  The system will only take 7.30 but gives error message when employee attempts to go over this amount.  Leave Verification Setup allows for partial,  The balance in F06146 is correct (7.80), have reviewed all setup on rollovers, accrual and employees history.  Any suggestions why the system would not recognize .50 of the leave balance available?
