collecting, storing, and communicating with contact relationships

 We need to communicate with contact relationships based on information on the related record. For example, the main contact record (Billy Smith) was accepted for admission to a university. In the Contact Relationship object (related information section on Contact record), we have stored information on Billy's mother, Martha Smith. We need to be able to email Martha based on information that is contained on Billy's record, such as the major Billy was accepted into. Major is a field stored on Billy's contact record. Does anyone have best practices for communicating to family members?
