Can we map locations with Regions only defined by Country and City

Hello Shipping Experts

On my current project customer for a China rollout is considering defining regions that would be manually defined (not created from customer locations) with only Country and City information.

However when then trying to map customer locations to these regions it does not seem to work on our 12.1.3 instance

Location to Region Mappping works fine to map a customer location to a country region, to lowest regions with country, city and postal code range
but not for intermediate regions with country and city only.

Customer intent was to use country/city regions for interlocation transit times

Are we missing any system constraint/limitation here?
