fo:basic-link external-destination Property not working in 11g but works in 10g

hi

we have one report which is using this fo:basic-link external-destination property in rtf template.

we are calling an excel file which is in shared drive using this FO property.

this property works fine in 10g but it is not working in 11g.

we are using BI Publisher 11g version 11.1.1.6.6 integrated with OBIEE.

we tried many options like copying those xls file to the local or server machine and then calling that from UI using this FO property but it did not work.

what we observed is in 10g when we click on the link the URL which is getting generated is different from 11g.
