RLM Additional Attributes will not "un-freeze"

When I access Flexfields>Desctiptive>Segments and query for Release Management as Application and Additional Industry Attributes, where there is a seeded Context Value of RLM, when I click on the Freeze Flexfield Definition check box to Un-Check it to add new DFF's I get an error FRM-40200:  Field is protected against update.

This occurs not only in my client's Test instance but another client's TEST instance as well.  Did a search in Knowledge Base and no luck as this seems to be a common Message.

Any insights as to why this Form that tries to access Table Name:  FND_DESCRIPTIVE_FLEXS_VL
