How to disable validate button in Action window at responsibility level in invoice workbench

Hi,

I want to restrict to user not to validate the invoice.I mean to say i want to this at responsibility level.

I just want to know  which function i have to use to exclude to disable that Validate option in action button undder responsibility level.

Please help me out in this.
