How to notify the operator that Scrap transaction is not available for packed End Item?

HI All:

Floor operators are allowed to move from location12FG Packed to Scrap which has caused many issues and it hold ups shipments and dollars. We need to prevent all other actions from being used once in 12FG. It's possible include a hard error message during scrap transaction that stop this action. Please let me know.
