What Security Profile Privileges Are Needed To Prevent Users From Changing some Activity Codes in th

I would like to restrict some users from changing or editing some activity codes. Both types of codes to be edited as well as codes I don't want them to edit are in the same layout. However I have some users editing codes that they should not because it is not their Job role to edit these codes, however they need to be able to view the codes for decision making purposes.

So how do I protect these codes from being edited while still allowing the user to edit the ones they are allowed to edit?
