Order Prep Days Preference set up

We are attempting to use the Order Prep Days preference for a group of customers.  When we attempt to add a record, we receive a 0027-User Defined Code Error with no field highlighted or further information given. 

  • Customer group is set up in UDC 40/16
  • blank value is allowed for Item Group (40/66)
  • hierarchy is set up for 16 as Sold To Customer Group/All Items and Ship To Customer Group/All Items
  • Edit for workday is set to '0'

When we test in our pristine environment, we are able to add the same record no problem.  Is there any additional set up that we may have missed to cause the UDC Error?  Thanks.
