Enabling Orgs to a Global Blanket Agreement

Hello,

My client is a Local Government organzation and has an Organization created for each department or agency (i.e. Police, Public Works, Public Utilities, etc..). Client has a requirement to create Blankets but restrict which specific departments or agencies are able to utilize the negotiated BPA because the Agreed Amount is only for the associated departments. In the Buyer Work Center, is there a way to restrict which department / agencies that can create Standard POs referencing the source GBPA? Attached is a screenshot where I am trying to restrict access.
