Error in uploading pre-configured Report Layout to Oracle BIP Server

Can anyone help please?

I am configuring our Siebel application (8.1.1.7) for BIP 10.1.3.4.2.  I am already at the tail-end of BIP Install and configuration.  I am trying to upload the pre-configured report layout to BIP server but I am getting this error:

"Only XLF or ZIP file is accepted in XLIFF field SBL-RPT-50582".  I tried researching but could not find any article about it.
