Relocating Cluster Service

Hi everyone, 

I'm currently working on a 3 node RAC and trying to relocate the cluster service.
let's say I have a cluster service called myapp1 which should be handled by node 1 and node 2.
However when I check using srvctl status service -d orcl -s myapp1 -f -v , it only show Service myapp1 is running on instance(s) orcl2.

srvctl config service -d orcl -s myapp1 -a shows:
slhors PREF: orcl1 orcl2 AVAIL: orcl3 TAF: NONE

C:\>D:\oracle\1020\crs\BIN\crs_stat ora.orcl.myapp1.orcl1.srv -v -l
NAME=ora.orcl.myapp1.orcl1.srv
TYPE=application
RESTART_ATTEMPTS=0
RESTART_COUNT=0
