Unable to setup clustering

I am setting up a new 7420.  I have the first unit setup and I am attempting to configure the cluster.  The links show as active but when I try to enable the cluster I get:
error: The remote appliance did not respond to the cluster configuration
       sequence within the specified time limit. Verify that the remote
       appliance is waiting for initial configuration before proceeding. If the
       remote appliance has already been configured, perform a factory reset on
       it and repeat this step again.

I have factory reset the second unit several times and confirmed it is up at "Press any key to setup appliance".  Nothing seems to help.  I've rebooted the first unit a couple times also.  Any ideas or suggestions would be appreciated.  Thanks.
