Blank login page after applying the 12.1.3 patch

Hi AllI have upgraded 12.1.1 to 12.1.3.
But after applying all patches when I try to access main page

http://application.domain.com:8000

It shows blank page.
I am unable to see main page and log in to application.

After Some time it shows following msg on browser

Internal Server Error

The server encountered an internal error or misconfiguration and was unable to complete your request.

Please contact the server administrator, ohs_admin@domain.com and inform them of the time the error occurred, and anything you might have done that may have caused the error.

More information about this error may be available in the server error log.
