Auto Notification for Service Request

 Hello Guru's,
I have a requirement where in a Service Request has been full-filled and some parts have been consumed.
Client already knows that after 1 year some parts have to be replaced.
Is there a way on oracle to automatically created a service request after 1 year or send some notification to the dispatcher/manager after an year that parts are to be replaced.
