How to set up item to be ordered in qty 1 (as EACH) for which qty 10 will be picked?

What is the best way to define Item A to be ordered with UOM of EA, but when qty 1 is ordered, it actually request for qty of 10 to be picked. So essential, ITEM A would represent a box containing certain qties of item A.
