Response to notification mail without log in to applications using workflow guest user

 Hi,
Is it possible to respond to a notification mail without log in. By default the "Notification Details" link attached with the mail asks for a log in id and password and only that user to whom such notification was sent can access. After setting up required steps for 'Workflow Guest User' what we observed is now any user can respond through that link but someone has to log in. Is this the expected behavior after enabling  'Workflow Guest User' or shall we be able to respond without any log in.

Also, is it possible to set something so as such guest user shall be applicable for notifications of only few selected users and not all users.
