Lag Limit -- please explain

Please explain the lag limit parameter for the fast start failover... sometimes we have many redos that are being shipped to standby and all can not be applied quickly...or they redos may be out of sequence in reaching the standby....so there may be a time lag in being received and applied of maybe 3 hours...is that what this parameter is for?
