After upgrading to 12.1.3 status of managers "System Hold, Fix Manager before resetting counters"

Hi AllAfter upgradin Oracle EBS from 12.1.1 to 12.1.3.
Concurrent managers are INACTIVE

I checked status it shows  from
On Sysadmin --> Concurrent -->Administer
it shows
"System Hold, Fix Manager before resetting counters".

Conflict Resolution manager have 35 pending requests.

In Processes
Actual is 0 for all managers accept "Conflict Resolution Manager"
Target .
