Send notifications by email under some conditions

Hi all,
I did some research but I didn't find any answer. Through Oracle BI Publisher is possible to schedule reports and send the output by email. It is also possible to send only notifications: the report was generated successfully, with warning or with errors. What is the real meaning of warning and erros in this case?
Is that possible to send notification by email when the report is generated under some conditions? For example: I want to send a notification only when the report shows 50 or more records or I want to send a notification only when the report was generated with no information (in blank).
