Harvester configuration issue

 When running setupCCR for a new 12c Release2 OMS, using a freshly installed ocm from patch p5567658, I get this error:
> setupCCR
The ORACLE_HOME does not contain java.
The ORACLE_HOME does not contain a valid JDK/JRE.
Redefine JAVA_HOME to refer to a JDK/JRE 1.2.2 or greater.

The ORACLE_HOME for OMS 12c Release 2 does not contain its own java, of course.  It uses the jre from the MIDDLEWARE_HOME.  I've set that as my JAVA_HOME.

> echo $JAVA_HOME
/orabase/Middleware/jdk16/jdk/jre/bin

I've set ORACLE_CONFIG_HOME also as:

ORACLE_CONFIG_HOME=/orabase/Middleware/gc_inst/em/EMGC_OMS1
