[ARM] Update vs Replace when loading profiles

Need to remove some folks that are presently in all the profiles as "Viewers".  Exported the profiles, removed them and re-imported as Update.  Those folks still show up even though they were not in the file.  Little guy shy about "replace", is that what we should do?  Replace to remove the access, not update?
