Default Rule for New Plan

Hi,

       Our customer wants to close the existing Medical Plan and move all the employees to a newly configured plan during Open enrollment. I understand this should be achieved by writing a default rule and attach to the new plan. Can anyone help me on,

1. How to close the old plan? Can we change the status to 'Closed'? what is the best practice?

2. How to de-enroll the employees from the old plan? What are the setups required?

3. Where should be the default rule attached for the new plan? Plan Enrollment Req or Program Enrolllment req screen?
